AFaIK the restore of members into an existing file will not reset the MAXMBRS, so the scenario seems likely to have been misinterpreted.

It then became unusable as a template since you
couldn't duplicate it without errors.

FWiW: Recording the error(s) and the failing request eases someone finding the discussion of a like-issue in the archives.

Verify the ALWOBJDIF(*COMPATIBLE) [if the release supports that, or ALWOBJDIF(*FILELVL ...) if no *COMPATIBLE SpcVal] works as expected for the upgrade processing. IIRC the OS and LPP install code have changed to use that, as well as the system restore\recovery programs.?
