Yep, that doc from Carsten has it.

I have a pgm that watches the dataq with a -1 in the wait.  It's always running except during system saves. 

Couple of things I have come across. 
First is that you will get an entry before the spool file is closed.
You may need to wait or try again for the spool to be closed depending on what you want to do with it.

Second is that for some reason job logs are not added to the dataq.  Have not dug into why yet.
I just analyze the outq and add the dataq entries myself.  I am sure there is a better way.

I had to create this process very quickly being we had a spool file sniffer here.

I think it works very well for spool file management. Also a home grown archive.
