Hi, Jeff:

The trigger will be executed for each row.

Just code the equivalent of the "condition" of the desired where clause as an IF statement at the very start of your trigger code, and have it do an immediate return (exit without doing anything) if the row data does not meet the criteria of your desired "where" clause. ("early exit" fast-path)

I hope this explanation makes sense.
