Yeah, well, don't laugh. They still have flat files in use here.

Also, they have a "system control values" type of table for all of those
codes that someone decided didn't warrant their own table. The result is a
pseudo flat file; I imagine it was a true flat file back in the S/36 days.
The key, valid codes, and 235-byte description fields are defined but, for
many code types, you need to overlay the description in a data structure to
define all of the subfields, including packed decimal fields.

I have my work cut out for me here.
