I had a CL way back.
I don't remember all the reasons and specifics, but someone
suggested using a CMD copy in another library, eliminate the CL.
Once again, I'm re-evaluating.


If there is not a "CL" that can be "run" to effect the changes, then the same processing [that apparently is not or is no longer automated with a "CL" to encapsulate those CL requests] still would need to be performed again after each system update\upgrade. If there is no "CL", then apparently there is a commitment to issue those same changes, again, manually, after a system update\upgrade; failure to re-apply the customizations as part of a proper System Change Management process, is a common source of difficulties\errors, mostly experienced on a newer release-level though even possibly after any update [PTFs] that might vitiate the customizations.
