A couple of solutions.

For temporary files use QTEMP. Maybe you already are. Well, QTEMP should
be at the BOTTOM of your library list. When referring to an object in
QTEMP you should 'hardcode' the library and not use the library list.
If you're stuck on RPGII then you would have to use OVRDBF. But newer
versions of RPG allow you to specify the library.

Another alternative is to not store the library list in a file.

DCL &USRLIBL *CHAR 2750
RTVJOBA USRLIBL(&USRLIBL)
