Would testing a save/restore of a production LPAR to a client LPAR and migrating a LPAR to a client LPAR be one in the same process?

No. Save/restore does not care what kind of system you are restoring to.
FOR THE MOST PART.
See SRM parameter of SAVCFG. I've been told doing that wrong can be a possible way to turn your box into scrap iron.
