Verify the IP address is up with NETSTAT *IFC
Verify that something else didn't steal the port with NETSTAT *CNN. You
may want to use "F14=Display port numbers" and maybe "F13=Sort by column".

Good call. Found out I had a SSHD job running out there in QINTER (of all places). I must have started it from a PASE session by mistake yesterday.
