The list of PTFs appears to be derived from the Distribution Requisites of the pre-requisite PTF SI54789; PTFs that were created for new function provided by the APAR SE60285. That prereq PTF provides the MRI [the language support] for that new function delivered via PTFs each associated with the APAR SE57676.

Being language support, there must be a separate PTF for each of the primary and secondary National Language Versions (NLVs) for which the feature was developed\delivered; the OS is available for each supported Nation Language Version (NLV), and the PTFs are for the OS. A language-specific PTF seemingly would be required only for those languages for which there are actual differences, whether they be some token specific to that language or actual translated text, but the realities are different and more complicated to explain.

While the list of PTFs are delivered as /requisites/, they are requisite only in _ordering_ rather than _applying_, per having the designation of "Distribution Requisites"; i.e. they are merely delivered\distributed with an order. Any of these PTFs would be applied only as\if required; e.g. the NLV2924 is the typical USEnglish installation, so the PTF SI53722 might be the only PTF installed on a typical USA English-centric system. If your system does not have Estonian language support, then obviously there would be no reason to load and apply the PTF.
