I have always used Download Director and Java, and have had little trouble. Even on the last 100 gig download. But I also realize the things that can
happen to a pc in a busy environment to make it perform odd in so many different ways. I have many with different machines with their own 'unique' personality.

IBM offers so many PTF download options that you need to be more specific
in your questions, for clarity sake.
I recently tried to use the Java applets at Fix Central to download PTF,
which ended in hours of wasted time and frustration. The Java applets
simply would not work for me this time.
I recommend using SNDPTFORD (Option 6, on the PTF Menu), and select the
*SAVF delivery format (the default), which stores a bunch of save files in
library QGPL.
I recommend downloading and installing one package at a time. When you get
to 7.1, I would recommend installing the Technology Refreshes prior to
other packages.
I would recommend against downloading all packages all at once, and
attempting to install them all at once. That has never worked for me -
always fails.
