Granted, nowadays we have commands like TRCASPBAL and STRASPBAL but, back
in the day, an unload/reload was 'the' way to balance out your disks for
performance. I still think it brings something to the party. But your
confidence in your backups had better be high and your willingness to
follow the instructions in the recovery manual and better be high also.
Based on the current performance of the STRASPBAL genre I would reserve
the unload/reload technique for major system upgrades, like swapping out
all disk, migrating to a new machine, etc.
