I will see if there is any kind of a job log, I don't think it's a 5250
program but I guess I should ask how I would know. Basically we have a
program or a parts inventory list (customers, parts, etc) called Gemlist,
and the user uploads data into the library in the form of .dat files until
you get that error you see.. I will dig deeper and see if I can get a job
log to display the underlying permissions error or if it tells me who it
thinks the owner it

If this person is taking an option from some 5250 program it may be that the
program "adopts authority" or some such thing. From the job that generates
the CPF2207 message there will be a 'job log'. From that joblog you will
see that message. In a joblog printout it will have a title like "From
Program" or "To Program". If you do a DSPPGM on those it will tell you the
OWNER. We'll need that. We'll also need the values of these from the
DSPPGM User profile . . . . . . . . . . . . . . . . . . :
Use adopted authority . . . . . . . . . . . . . :

If the job is still active and has not spooled up a joblog then hitting help
(F1) on that message and then pressing "F9=Display message details"
will also tell you this from and to program.
