Since we're talking about upgrading FROM 6.1 I'll assume that this is a
typo
Because you (or a customer) have an application that has not been
certified
for V6R1 yet.
And you dropped the words 'anything past' in front of 6.1.
Although I have no doubt that there's probably some skanky vendors out
there who have lost their source code and can't get their stuff to run on
anything past V5R4.

And if your vendor still has yet to certify an application for something
past 6.1 then you need to remind them that the maintenance money you are
paying is not solely profit. You do expect some portion of it to be
allocated to upgrades. 7.1 has been out for years. 7.2 has been out
plenty long enough. With IBM's Early Programs and other stuff available
to vendors (and some customers) there's no reason for any 'reputable'
vendor to not be ready on date of General Availability.

But, you as a vendor having to support customers running 6.1 until
9/30/2015 I can understand. I can see where you might have to keep the
old box along with the new. Or maybe there's a timeshare service for 6.1?
