It's not clear to me whether this support is server-only - so that Linux
clients can use NetServer - so I'm not sure if Samba is usable in
mounting to something outside the IFS - in other words, can the IBM i be
a Samba client yet?

We have always found copying to an NFS share to be much more stable.
In regards to the Samba support in V7R2, first you need V7R2 :-)
Then you need someone at IBM to be able to give you instructions on how to use it.
I wasn't able to get good test instructions from the folks at IBM so my testing has been waylaid since I'm not a Unix super-expert :-)
