Martin Rowe has a free DASDMON utility -

what the OP was thinking of.
There are a couple commercial solutions - I wrote one a dozen years ago
when working at Centerfield Technology - s4i now sells it and has
probably improved on it.
Help Systems has Robot/SPACE, which I believe is a similar monitor.

I thought there were monitors in System i Navigator that could help with

I do recall using monitors at another job for such things. Even sent me a
message when a pre-defined threshold was met (or exceeded, of course).

Subject: Sample code to monitor system resource usage
A while back I found a site that had an example program that monitored the
system usage and activity. I tried to find it again and could not.
We have a situation where from time to time some jobs run away and consume a
major part of the resources. I want to use a monitoring program that could
check for programs that are using more than x% of the CPU.
Can anyone help me locate such a program?
