Consider the difference between a "File" and a "program object" ?

I am getting an error when running

Message . . . . : Error message CPF4101 appeared during OPEN (C G S D
F).


Cause . . . . . : The RPG program SA326 in library ASTOBJ received
the
message CPF4101 at statement 7750 while doing an explicit OPEN on file
OEINDLID. See the job log for a complete description of message CPF4101.

Function check. CPF4101 unmonitored by SA326 at statement .OPEN,
instruction X'3800'.
Error message CPF4101 appeared during OPEN (C G S D F).



But this CSUBINV4 is a CLLE and it DOES exist in a library in the lib list.

how do I figure out what is wrong here?
