Ok, once again, MF99008 is NOT TR8. It is "LIC Base Function to Enable
Technology Refresh". It is the enabling ptf to make your system ready for
TR8.
It is not currently on any cume media as per
http://www-912.ibm.com/systems/electronic/support/a_dir/as4ptf.nsf/ALLPTFS/MF99008
That cume is quite old by the way.
It is not supposed to be on the hiper, based on
http://www-912.ibm.com/systems/electronic/support/s_dir/SLINE003.NSF/PTFbyNumber/SF99709
However, there's always the possibility that some PTF got added to the
hiper which would then require MF99008 and download it as a prereq.

Also, keeping in mind that the latest hiper and the latest DB2 group
always come down with any cume order, if the hiper group has it listed as
a prereq I can see how you might think it's on the cume.

The question is then: What is REALLY required to run 7.1 on Power 8?
- MF99008 and it's coreq's and prereqs
- The full TR8?
