Peter the data does appear correctly in notepad. My question is how do I
get it to appear in excel the correct way when the user opens the file?
thanks

Thanks Matt, I am trying to do this within a program so that it is an
automated process.

you might try importing the file into an open spreadsheet, when stepping
through the text import wizard the file will be delimited, by comma and the
field in question can be defined as text during the import process so excel
does not try to convert to scientific notation.

Good luck.
