Perhaps you need to add ALCOBJ/DLCOBJ to the CL program to allocate
the file with whatever level of locking you need. Then a MONMSG on
the ALCOBJ should catch everything for you.

You can also put on the ALCOBJ whatever wait time is reasonable for
your situation.
