Probably of no assist, but... Does the product name replacement variable reflect my reformatting of the message text above [i.e. missing and one blank; and if the spool file is created with RPLUNPRT(*YES '*')]?

Getting a trace would seem an appropriate approach; the following invocations I believe would effect that:
TRCTCPAPP APP(*HTTP) SET(*ON) HTTPSVR(servername) TRCLVL(*VERBOSE) /* before start attempt */
TRCTCPAPP APP(*HTTP) SET(*OFF) /* after start attempt fails */
