www.rzkh.de is only free for a V5R4 account, for green screen development only and you get 50MB of disk. You have to pay about 30 Euros/mth for V6R1 + PHP and you get 1GB.
https://www.rikascom.net/Signup.php offers an account on V7R1 for green screen and your own Apache server for web development (but not on Zend Server yet) for an automatic payment of 15 bucks/mth. However, you only get 200MB.
