not a good idea - if for any reason some one deletes that program object you must manually select QCMD.
Or - someone is able to replace that object...

Is giving QSECOFR an INLPGM a good or bad idea. I was under the impression that if you did this the profile would basically be useless in the event of a system restore until such said program and or library were restored. If the program exists in QSYS then you would be ok.
