With the usual disclaimer that "AS/400" has been dead for a decade or more
now and it's currently "IBM i on Power" or some such thing...

Measuring who is going to Linux vs IBM i on Power is a tough call.
Consider that Linux has both a client flavor and a server flavor. Also
that there are multiple flavors of Linux and it's downloadable everywhere.
Also consider that there is a significant portion of people running IBM i
or its predecessors who are not paying maintenance so it's tough to count
them also. That, and IBM tends to keep those numbers pretty close to the
chest. Also, one implementation of IBM i can support thousands of users.
How do you count a cloud provider supporting thousands of accounts on IBM
i? I suppose some argument for the same thing in Linux can also be made.

There is also something to be said for niche marketing. You can be a "me
too!" provider of linux applications or go for the IBM i market. May be
smaller but a targetable niche.
Perhaps the right package can be sold to all? PHP perhaps?
