Bottom line - the location was running on our new, updated software, but one user was still using an old written script of things to do in order to prepare the system for the morning backups. This script includes ensuring no users are on the system, deleting spool files from specific output queues, and deleting temporary work files. (Yes, it makes me cringe too. I'll ignore the other security issues for the sake of brevity.)

She would issue the command "WRKF DS154*" and delete anything that came up. (More cringing.) That's how the DSPF was getting deleted. Yes, I know - you're saying the same things that I'm saying. Let's not even go there (my blood pressure's bad enough).

I just wanted to say Thank You to all who responded. When I get time (whenever that might be) I'd like to implement audit journaling. In the mean time, I'm going to try to restrict this user from doing any further damage.
