Actually, it's controlled by a switch in the IPL attributes. You can set it on or off as you see the need. The default is *YES, meaning start TCP on IPL. That particular switch survives IPL cycles and stays as it was set.

IPV6 is controlled on the STRTCP command. If you never want it running, either put the STRTCP command in your start up program with that parameter off, or change the command default. If you change the command default, remember to document it properly so when OS changes are made the integrity of the change is kept.
