Check your spreadsheet, Matt. It also doesn't factor in how much the "tech
surge" will cost us.

600 million? It's more along the lines of 70 million. See here:
http://www.washingtonpost.com/blogs/wonkblog/wp/2013/10/22/why-its-almost-im
possible-to-find-out-how-much-healthcare-gov-actually-cost/

The spreadsheet breaking it down is here:
http://reporting.sunlightfoundation.com/2013/aca-contractors/

Look at that! IBM with 9.7 million in lobbying and 955,000 in 2012
contributions. They netted a 5 million dollar contract themselves for ACA
work. Wonder what other contracts IBM was awarded, surely there must be
more to make that 9.7 million have some ROI.

+10,000

If the healthcare.gov site had been developed using Agile methodology with
an IBM i-based system, it wouldn't have cost over 600 million dollars to
develop...

I'm looking for someone who can dispute this based on experience - not
theory - which is all I have.

How do they define "Agile"? As Paul Raulerson said, it's a programming
methodology, not a technique.

I would define Agile loosely as being a programming methodology that lets a
team deliver fully tested code ("Done Done Done") in very short development
cycles, allowing "stakeholders" to approve or reject the direction in which
the development is going. To say that's only possible with OO is nonsense.
