I'm looking for someone who can dispute this based on experience -
not theory - which is all I have.

Well, as I said, we do scrum (alibet with a very small team).

. Our changes are described in storys
. The storys are created by a product owner
. The storys are are estimated in story points
. Our scrum master determines our capacity based on velocity
. Our projects are broken up into sprints
. We pick the stories we are going to do in a sprint planning meeting
. We work the stories during the sprint
. At the end of the sprint we have a demo for interested parties
. After the demo we have a retrospective
. At the end of the sprint we have a 'potentially shipable product'.

Programming language doesn't enter into it.

OO languages lend themselves to automated unit testing ... but that has nothing to do with agile (IMO).
