Just so this alternative is in the archives . . .

You know that whatever text file you have, if you just change the suffix on the end from .TXT to .RTF,
the default when double-clicked is to open it using Word. And you don't need special conversion software.

The same is true of using a .DOC or .RTF suffix
but in a quick test, I got a "corrupted-file error" with .DOCX suffix

In the modern versions of Word, you could probably assign a standard "Style" to the whole document with CTL+A to Select-all-text, and then pick a Style.

And if the output really must have formatting before the user gets it, use suffix .HTML and embed some HTML codes if you have control of the text output, and then the user would have to control "Open with Word" for the HTML file. (But embedded HTML is easier than the old-fashioned RTF embedded codes).

Just changing the suffix may be enough if the user is more concerned with content within the document, as opposed to the format of it.

I guess the easiest way is to replace the PDF converter with a Word converter.
