Also, if i've understood correctly, they can skip on the translations
since they are just "ptfs" and not a whole new release/modification.
Just today i installed v6r1m1 resave 10 and it has half the DST in
english and the other half in the national language... i dont have a
v7 machine installed just now but i think i saw the same on it.

Since V7R1 came out, IBM decided ( correctly in my view ) to deliver
updates, new functionality, "goodies", etc via the PTF route rather than
the the every 24 month Version/Release/Modification (VRM) method. The
reason as I understand it is every VRM required companies to go through
massive work to upgrade. Picture a company with 500 LPARS to update, It
could take two years to upgrade, certifiy, etc the changes. With
upgrades coming out every 24 months, it was impossible to keep up....

So new functionality is delivered incrementally via the Group PTF so
they are able to avoid the VRM audit/tracking changes that go along with
them.
