The purpose is just to give the first few jobs a little run time prior to firing up the rest. Semaphores, seeds...DR vendor recommended it.

I have found a way to use it in the CL job. If you submit the CL to QBATCH and run the jobs in QBATCH, it submits the first 2, waits submits the next 3 ,etc...just like the other poster said it would. BUT if you submit the call to the job to QBATCH and setup the CL to actually run the jobs in a different jobq (QBATCH2), the first 2 jobs are submitted and fire off in qbatch2, the job in qbatch waits the amount of delay time, submits the next 3 and they fire off in Qbatch2 so you get your delay, etc..There is no prior dependency on the previous jobs to complete.

I know this isn't rocket science but that's really all I need.

The big question is why the 15 minute delay? Things like having to wait until the earlier jobs are done can be better addressed by other techniques. Things like "checking some external source 3 times 15 minutes apart to see if they've posted on their site the necessary information" or "check my stock price 3 times in the morning and average the fluctuation"
may make sense using your technique.
