Have you looked at the DLYJOB option? You can calculate the number of
seconds the original program should wait before each step.

I have a simple CL job that submits about 8 jobs. 2 jobs should fire off
immediately, 3 jobs should fire off about 15 minutes later and the other 3
about 15 minutes after that. is there a simple way to code the CL job with
this parameter or am I way off base?
