Get a newer tape drive that a current CE may have had some training on?
That was withdrawn from marketing in April of 2006. IDK what the
maintenance would be on a new tape drive versus that old one. You could
be paying more for crappy maintenance on old stuff.
We replaced our 3590's with LTO many moons ago.

Hey, I know money is a real factor here, but I am just tossing out an
option.
