Nope. Until the LIC stack is up and running the VCP (Virtual Control
Panel) isn't available.

This is one situation where having a LAN connection to the service
processor is useful though because you can log in to ASMI and power up
the server from there. Also there is a (fairly lame but useful) front
panel progress display there as well. It's output only but it does show
the SRC codes so you can watch progress until the VCP and the console
come up.

I must admit that I have little experience with LAN console (or HMC for
that matter.)

Back when I did day to day admin, we had a twinax console.

However was doing some stuff this weekend and notice that the LAN
console,
both 5250 session and remote control panel would disappear when the
system
was powered down.

I was a bit surprised at this, I expect the remote control panel to
remain
available. Especially since I know the service processor in a IBM x86
stays
up when the system is powered down.

Is this working as designed or is something not right in the system?

Thanks!
