I would do two mire things...
- ask the person who wrote the SQL select what they changed recently as it could very well be a change in code and not DB2
- get the SQL select statement and run it from STRSQL or RUNSQL and see how long it takes running local. If it runs fast local then the request is never getting to the database and it could be network issues or even logon issue
