Pretty much a given. A single core of POWER7+ is roughly (YMMV) 2000 cpw more than a POWER6 core. So if you get the same number of cores you're already ahead and it's easier than ever to get more cores. Another benefit to POWER7 over 6 is the large boost in supported memory especially at the lower end. The 720 E4D will go to 512GB where the POWER6 E4A only went to 64G and that required a four core machine.
