I don't suppose GO LICPGM, option 50 has anything to say about this? Like
"ptf apply failed" or some such thing? Sure, you may be in this state
because you've loaded a bunch of PTFs on, set to apply at the next IPL but
haven't yet IPLed. Or, put on a new LPP and it's hungry for a PTF reapply
(although I've never checked this when I've added a new LPP, I just knew I
should reapply PTFs). But it could also be that there is something really
wrong and the PTF apply failed during the IPL.

I know that early TR's were a real pain to install. Reminded me of
applying PTF's way back on AS/400's. Multiple IPLs involved. I seem to
remember they even wanted you, as part of the multiple IPL, to apply all
PTF's permanently before loading and applying the latest TR. So there was
a little manual work involved.

But, once you get to a certain level you start to feel your back to
running on IBM i and not on an AS/400.
