You create an RPG program with embedded SQL statements with option 14. An RPG program CAN be used as the target of CREATE PROCEDURE, but that is only one of several ways to create a procedure.

ODBC for IBMi is included as one of the optional features in IBMi Access for Windows. See

Run that installer. It'll load and register the ODBC driver.
