My apologies if I misunderstood you when I suggested a trigger as a
workaround. As I wrote in a previous post, there are many times when you
just can't implement a RI constraint, and a trigger is a good solution for
ensuring that the parent/child relationship remains consistent, even when
using things like DFU, JDBC, etc.

Believe me, I understand (or at least think I do) your plight about culture
changes. I have been trying for years to make understand my Project Manager
that a SQL View IS NOT a program. She is always asking things like "In your
program, did you filter by such and such field?". I think that, recently,
she has begun to accept that you can query a view (using QRY/400, of
course, not any of that "newfangled stuff") without doing a CALL
beforehand, so maybe not all is lost :-)
