Yup, it's called BRMS. Non IBM alternatives, Robot/Save and LXI tape management systems

If your MLB is in sequential mode, then use the TAPxx device rather than the TAPMLBxx device and you will achieve what you are after. At that point you've turned the Tape Library into an over glorified auto loader.
