It should be in the ready state that you show, but have you done all the
preliminary steps listed in the upgrade guide? The IBM publication number is
SC41-5120-11. Google for it and you can then download the pdf.

You should also have image catalogs set up for the PTF's you will want to
install right after your upgrade.
