I stated in the OP that i did try using run as administrator and have
disabled UAC, no anti-virus software is running, etc. i've been grasping
at straws for a while now :D

Try right click, choose "Run as administrator". This is required even if
you are logged in as administrator depending on how you have UAC enabled.

Yep and I had applied those prior to attempting the installation.

Ok I've Googled, Moogled, Boogled& even Binged once but I can't for
the life of me get client access v7.1 (or v6.1 for that matter) to
install.
Even using an administrator login & choosing "Run as administrator" I
continue to get an error "Could not read value Version from key
SOFTWARE\IBM\Client Access\CurrentVersion. The install cannot
continue."

Client Access has never been installed on this server so I would have
expected that would not be an issue. I've tried installing from the
IFS,
network share & even locally on the PC drive to no avail. Has anyone
had/overcome this issue?

Ironically the only article I found on the web,
http://www.iprodeveloper.com/forums/aft/135571
has "Tommy Holden" offering in response to that same error:
"[F]or v6.1 and higher of Client Access there is a M$ update that you'll
have to load (if you don't already have it installed)

And an additional comment by "J Taylor" following the one above,
suggesting that "On Win7, I've found that 64 bit clients require both the
32 & 64 bit MS patches." So perhaps the same on Win8?

The IBM link is an "IBM i Access"->Windows->"Service Packs" link, with
the top bullet in red... which may or may not be to what the reference was
made, but suggests the "both 32 and 64 bit executables on a 64 bit PC" are
required to be applied from the given MS link:
"REQUIRED ACTION: Before installing 7.1 service packs available after
April 2, 2012 OR 6.1 service packs available after June 2009, click here:
