Technically, TurnOver is a product type known as SCM, or Software Change Management. The objective is to manage source code and program/data/other objects in a structured, auditable way. In normal usage, the only relationship to conventional "Systems Administration" would be pre/post command lines that can be added to the form. This facility amounts to "Configuration Management", where system values or other OS facilities must be configured to support the application changes being implemented.
In the TurnOver product, there is an "Admin" user (or users) who have been granted authority to define the roles and interactions that developers, managers, and end users are allowed.
