163520 is the shipped default for the system value QMAXJOB. For most of us it's a number to dream about but for large system shops (or those that keep 'a few too many' spooled files) it's a number you can easily reach.

Jack: you don't need a manual IPL just do CHGIPLA CPRJOBTBL(*NEXT) and do a normal IPL. It will do a one time compression hopefully getting you far enough below the 163520 to be able reset it.
