one of the problems, I didn't understand in your description, you get column names, but where to get type information?

The approach I've been taking is to develop an Open Access handler to read CSVs. The published version doesn't handle using column headings to associate the fields with the data - that is the next instalment - but OA deals with providing the field characteristics.
