We use MPLUS to send messages and email on job statuses. It can be
setup to monitor for job start and compilation times along with any
errors or abnormal termination.

There is also a job status exit point that can call a program when

change status - something like that - not sure if it'd take care of
number 3. It'd also take care of the first 2, I think.
