Oops. After rereading gqcy's original post, I see that the change date
on CRTCLPGM was the middle of 2012, so the issue isn't related to
CHGCMDDFT on a proxy. CHGCMDDFT on a proxy updates the change date on
the real command (I just tried it to make sure).
