Amazing timing on this - I just had the same problem when my switch and console PC lost power. The system itself was still accessible, so I went to STRSST, #8 Work with service tools user IDs and Devices, #4 Configure service tools LAN adapter, pressed F17.

Of course, we also answered the message to retry the regular Ethernet line so it would work tomorrow.

I don't have the seq handy but you should be able to use the control panel
functions 65 and 21 to reset the connection with out an IPL. I would be
talkiing to IBM to see if they have a fix too
