If this is a one-timer, I'd use Rob's suggestion, something like. ... WHERE REPLACE(text_column,'123456789','0') LIKE '%000000000%'

If this is to be repeated, perhaps even frequently, then I'd consider a UDF. Oracle, for example, has a set of Regular Expression functions (REGEXP_REPLACE, REGEXP_COUNT, ... and I find those useful when I'm in that arena; I've been tempted (but not tempted enough, apparently) to create similar function for the i.
