Always question, and get in writing, a suggestion to restart a subsystem
to fix a job.
Tried that once to fix a spool writer. Could not restart QSPL subsystem
until IPL. Which we normally have to schedule out our quarterly IPL's the
previous year. Not a popular surprise.
