I would write your stored procedures on the i using your tool of choice:
RPG, SQL procedure language, etc.

You can always secure the data so that no one has access to it. Then, the
only way to access the data is via programs which have adopted authority
to get to the data. Then, these programs can be made into stored
procedures.

The AS/400 doesn't allow RPG to do some of this. I'd upgrade to IBM i
running on Power. IBM i does allow this with RPG. IBM i allows both
producing result sets and consuming result sets. But perhaps all you are
interested in is producing result sets. You might be able to pull that
off on an AS/400, but it's been a decade or more since I've seen one of
those.
